Govt relaxes NGO registration process

THE government plans to amend a law concerning the registration of local and international non-government organisations, a presidential adviser revealed last week.

“The current law for [registration of] NGOs will be amended following a proposal from a member of parliament,” adviser Dr Nay Zin Latt said last week. “The government wants to increase cooperation with NGOs … [and] intends to loosen restrictions gradually.”

The amendments come after the government cut the waiting time for registration and also extended the length of validity for registration.

The change in policy came about in 2011 after the handover to President U Thein Sein’s government and by the end of the year 280 domestic groups had registered, according to Ministry of Home Affairs statistics. However, that still represents just a small percentage of the total number of non-government groups, which is estimated at about 20,000.

“We had to wait for two years for our application to register to be approved,” said U Nay Myo from Ratana Metta Organisation, which focuses on health, child protection and livelihoods and was officially registered in March 2011. “And we still had to promise to do only social affairs.”

Among the more high-profile organisations to be able to register is the Free Funeral Service Society, led by actor Kyaw Thu. the group, which formed in 2000, had its registration revoked in 2008 after a dispute with the government but it was reinstated last month with a validity period of five years, Kyaw Thu told the Myanmar Times.

However, he said the K500,000 (about US$600) registration fee was “unfair”.

“For small organisations, how they can afford this amount? Social welfare work is not a business. instead of having to pay this fee it would be more beneficial to use this amount to improve people’s health and education,” he added.

Despite the relaxation of the registration process, many local organisations, particularly smaller informal groups, are still not interested in applying to register, said Dr Sid Naing, country director for Marie Stopes International.

“According to the Law of Founding an Organisation, all organisations must register but the law did not come into effect until 2006,” he said. “The former government only gave a registration number to the organisations that it trusted.

“After Cyclone Nargis in 2008, the number of local NGOs rose dramatically. while some of these organisations are officially registered with the government, many are not.”

However, those that operate without official registration can face difficulties, particularly from local officials.

“We had some problem when we went in the wards. the authorities asked our team, do we have an official registration number? If we haven’t, they said only to come back and do our welfare work when we have one,” said U Kyaw Thain Tun, head of Ratna Mahal, a Yangon-based education organisation that formed in 2009.

“We applied to register officially in August 2011 and I hope to get a registration number when I go to the Home Affairs Ministry office in Nay Pyi Taw next month.”

U Myo Yan Naung Thein, director of the Bayda Institute, a political education training centre based in Yangon, said the restrictions on political activities in the current law should be removed.

“It is not fair that NGOs are unable to join political movements. this meant that during the Myitsone Dam affair some environmental NGOs did not participate,” he said. “If NGOs are able to operate freely it will improve the democratic reforms in Myanmar.

“I want to apply to register our organisation because I want to work according to the law but we cannot do so under these restrictions … I would like to suggest to the government that the 1988 registration law is too restrictive and the government should create a new law that is very free and fair.”

The semester is almost over.  to me, it feels like the calm before the storm of final exams and papers.  There’s a hush around campus that is filled with spring folly and quiet procrastination.  Assignments come and go in small bunches, but we all know that the dark clouds are looming just on the horizon.  soon we’ll be spending nights in the library and with textbooks we’ve never opened, pouring over alien content and pretending to understand it.

During exams, it’s hard to be zen.  It’s hard to chill when there’s really no time to relax, only time to cram.

Besides good time management and responsible schedule planning, I have a few suggestions to help assuage the stress of exam week. I happen to know that exercise is helpful in relieving stress, and so here, I would suggest yoga.

I would suggest a strenuous, fast-paced yoga like power yoga (which is taught on campus, free for students, on Wednesdays at 5:30 p.m. in Burdick Hall) because the movement-breath connection forces you to practice mindfulness.  you become one with your body, whether you want to or not, and the deep breathing does wonders for your stress levels.

I would also suggest sleeping as much as possible.

When all-nighters seem like the only option, I’d suggest working into the night, sleeping a handful of hours, and then waking up early to support the quality of your work.  Waking up in the morning after not getting quite enough sleep is painful, but practicing deep breathing oxygenates the brain function.

Coffee and caffeine actually strain the blood vessels and cut off the flow of oxygen to the brain first thing in the morning.

Drinking a strong peppermint tea in the morning stimulates the brain, and there are also studies behind peppermint helping concentration.

It’s also important not to completely lose your sense of fun during exam week.

Make sure you have time to spend outside if the weather is springy, and to remember that the end is near.  the summer is approaching, and don’t overlook your accomplishments.

After the completion of every paper, assignment or exam, congratulate yourself and feel the power of your accomplishment.

Most children of Japanese ancestry, says Henry Kaku, will learn origami. Like other Japanese art forms, it is passed, generation to generation. “ninety percent of the models go back hundreds of years.” But although the creators are lost, their art as fresh as ever.

“you see people sitting in doctors’ offices, crocheting or knitting to pass the time or for relaxation.” Origami is Kaku’s method of relaxation and he’s been enjoying it for decades.

He continues the tradition of his ancestors: passing down what he’s learned. Kaku teaches classes in Petaluma and Santa Rosa, in schools and libraries and private classes.

On April 21, he offers an origami workshop for all ages, part of the current exhibit at the Petaluma Arts Center. From 2 to 3:30 p.m. he’ll demonstrate what it is he does for pleasure and relaxation: those intricate folds of paper than can create items as diverse as flowers in a vase, spinning tops, kissing lips, boxes, Yoda (complete with walking stick), cows and the universally known crane, Japanese symbol of good fortune.

The legend of the thousand cranes, Kaku explained, is that if one folds that many of the long-legged birds, “your wish will come true.”

He knows that origami, which reaches so many, was used as a way to pass the time in the internment camps, again, passed down from generation to generation.

“What’s neat about origami,” he says, is that, in the past at least, the people who designed it did it in the hope it would be taught to others.” Although this isn’t now always the case, with some persons copyrighting or patenting their creations, it’s the way he believes origami should still be, and part of the reason he so enjoys doing just that-passing it on, paying it forward, so that his delight in the art will be magnified by the students who carry on his enjoyment.

Eighteen years ago, Anjana Vijayvargiya, a self-described driven physician, couldn’t control her own headaches or her neck, back and shoulder pain.

Then she listened to her mother.

“she suggested meditation, since medication wasn’t working,” Dr. Vijayvargiya said.

It helped, and she’s been devoted to meditation ever since. Dr. Vijayvargiya, a pathologist at UPMC St. Margaret, recently shared her expertise during a recent class at Oakmont Carnegie Library.

Practiced for thousands of years, meditation was once recognized as a means for understanding the spiritual and mystical sides of life. Today it’s frequently used to reduce stress and create a tranquil mind.

“I was a workaholic with a type a personality. I used to be quite arrogant,” she admitted about the time before she started meditating.

Living and working in India, she was skeptical at first. but once she finally tried it, she said she felt completely relaxed.

“when I finished, it felt as though I had slept, but I wasn’t sleeping. I was extremely peaceful — a peace like I’ve never felt before,” she said.

Now living in Indiana Township with her husband, Ajay Kumar, and their 16-year-old daughter, Amogha, she said her headaches are less frequent. And more noticeable to her family and associates, her attitude toward those around her has changed dramatically.

“I actually see the best in everyone. I appreciate almost everyone. Earlier, I used to demand respect out of fear. Now, I am respectful of others,” she said, adding that it took her about six years to notice the changes in her personality, but others noticed it long before.

According to the Mayo Clinic, there is an increasing amount of scientific research supporting the health benefits of meditation and that some researchers believe it’s too early yet to draw conclusions about the possible benefits of meditation.

Speaking from her own experience, Dr. Vijayvargiya has witnessed examples of improved health conditions when patients included meditation in their regimen of care, especially for those with high blood pressure and coronary artery disease. it can also ease the anxiety and other effects associated with chemotherapy, she added.

“Meditation can do wonders … but the person has to regularly meditate at least once every day for five to 10 minutes,” she said.

It can also help with drug, alcohol and tobacco addiction, she explained.

“a person becomes addicted for a variety of reasons. this meditation slowly (or swiftly) works on the root cause of the addiction and the meditators do not feel the urge to take the harmful substances. I do know people who gave up their addictions without going to rehab or counseling. They are sober for the past 20-35 years,” she said.

Although she said there are possibly hundreds of types of meditation, Dr. Vijayvargiya is a proponent of the Sahaja method of meditation. Sahaja means “born with you,” “simple,” and “spontaneous,” she said. the method was founded in 1970 by Indian spiritual leader Nirmala Devi.

“Meditation is a cleansing process, just like brushing our teeth and taking a shower. the latter two cleanse our physical body and the meditation cleanses our subtle system,” she said.

The subtle system is a network of energy centers within the body, she said.

Dr. Vijayvargiya said her teenage daughter now regularly meditates.

“she actually can see how much it is helping her. it makes it easier for her to handle a lot at once,” she said.

The doctor even taught a class in meditation at Fox Chapel Area High School and was amazed at how it helped even the more fidgety students relax.

“even the students totally uninterested in the beginning of the lecture were convinced it worked,” she said.

She teaches regularly through Fox Chapel’s adult education program and at the Boyd Community Center in Fox Chapel.

The biggest challenge, she said, is that people are doubtful based on their own stigma about meditation from what they see on television.

But once they try it?

She said: “People love it, it’s really relaxing. They also realize they will calm their hearts and the chattering in their brain.”

Hill: Rethinking relaxation after hammock’s fall from grace

There’s no pain greater to parents than to see their child suffering. The same holds true for grandparenting.

Two weeks ago, my 23-month-old granddaughter, Evie, and I were slowly swinging in a hammock, reading a book, on my screened-in back porch. Suddenly, a rope supporting the hammock broke, dropping it and us down three feet onto a hard concrete/tile floor.

The hammock is a big deal to my two young granddaughters and me.

First, it signifies warm weather. I typically don’t get it out until mid-April, but this year I put it up the second week in March so we could enjoy the early spring.

Second, we enjoy the peacefulness of rocking back and forth in it. we sit in it to listen to the birds, sing songs and read books. Even when it rains, we can enjoy our time in the hammock.

Evie and I were home by ourselves the morning the hammock collapsed. Evie was sitting next to me, and we both hit the floor when it broke. She immediately started crying. I was terrified she had suffered a spinal injury. But when I reached out to pick her up, she jumped in my arms.

It’s one of those moments in life that you’re just so completely thankful. It’s the ultimate joy and a reminder for never taking anything for granted. One moment you’re sitting in a hammock enjoying a beautiful spring day with your precious granddaughter, and a split second later you’re wondering if you need to call an ambulance.

I’ve been sitting on a heating pad since we fell (my injury is healing). Evie is fine, but she still doesn’t want to sit in the hammock.

Yoga Shows Psychological Benefits for High-School Students

ScienceDaily (Apr. 4, 2012) — Yoga classes have positive psychological effects for high-school students, according to a pilot study in the April Journal of Developmental & Behavioral Pediatrics, the official journal of the Society for Developmental and Behavioral Pediatrics.

Since mental health disorders commonly develop in the teenage years, "Yoga may serve a preventive role in adolescent mental health," according to the new study, led by Jessica Noggle, PhD, of Brigham and Women’s Hospital, Harvard Medical School, Boston.

Pilot Study Shows Improvements in Some Psychosocial Outcomes Fifty-one 11th- and 12th-grade students registered for physical education (PE) at a Massachusetts high school were randomly assigned to yoga or regular PE classes. (Two-thirds were assigned to yoga.) Based on Kripalu yoga, the classes consisted of physical yoga postures together with breathing exercises, relaxation, and meditation. Students in the comparison group received regular PE classes.

Students completed a battery of psychosocial tests before and after the ten-week yoga program. in addition to tests of mood and tension/anxiety, both groups completed tests assessing the development of self-regulatory skills — such as resilience, control of anger expression, and mindfulness — thought to protect against the development of mental health problems.

Teens taking yoga classes had better scores on several of the psychological tests. Specifically, while students in regular PE classes tended to have increased scores for mood problems and anxiety, those taking yoga classes stayed the same or showed improvement. Negative emotions also worsened in students taking regular PE, while improving in those taking yoga. (There was no difference in a test of positive emotions.)

However, the tests of self-regulatory skills were not significantly different between groups. although attendance was only moderate, the students rated yoga fairly high — nearly three-fourths said they would like to continue taking yoga classes.

Could Yoga for Teens Help Prevent Mental Health Problems? Adolescence is an important time for the development of mental health, including healthy coping responses to stress. Several types of school-based stress management and wellness programs have been developed with the goal of encouraging healthy coping strategies and resilience among teens.

One promising approach is yoga, which combines strength and flexibility exercise with relaxation and meditation/mindfulness techniques. Studies have shown benefits of yoga in a wide range of mental and physical health problems, including a growing body of evidence showing positive effects in children and teens.

Although limited by its small size, the study suggests some positive psychological effects of Kripalu yoga for high school students. The results are "generally consistent" with the few previous studies of yoga in school settings. Dr Noggle and coauthors call for larger studies including multiple schools and tracking teens for several years into adulthood. these larger studies will be needed to clarify the psychological and other health benefits of yoga for adolescents — including the possible preventive benefit on development of mental health problems.
